Dragon Cloak 1 was recently seen as a possible gift in the Mysterious Bags.
Was once a prize in Guild Siege events. The Guild would have to win three consecutive times. Each win after would upgrade the cloak a level. So for 6 consecutive wins you got a Dragon Cloak 4. This prize is no longer offered.
It is not available from NPCs and does not drop from monsters.
